There's a disturbance in the goblin village. Help the goblins solve their dispute so the world doesn't have to worry about rioting goblins.

Talk to the bartender in the Rusty Anchor bar in Port Sarim (the north eastern most building), he will give you the details of the quest. Leave the bar and head west, go to the garden near Melzar's Maze (south of the Crafting Guild), and take 2 onions.

Head north to Falador, go to the Park. Talk to Wyson the Gardener, ask to buy some woad leaves. Offer 20gp and you will get 2.

Go to the Goblin Village (north and a bit west of Falador). Talk to General Wartface and General Bentnoze. Ask them if they want you to pick a colour for them. Before you leave the village, kill some goblins (level 5) until you have 3 goblin mails.

Head east toward Varrock, staying outside the walls go to the south eastern corner. You should see a Redberry Bush near the mine, click on it to pick redberries, you will need 3.

Make sure you have the dye supplies (3 redberries, 2 onions, 2 woad leaves, and 15 gold), then head to Draynor Village. Once there talk to Aggie. Ask her to make you 1 red dye, 1 yellow dye, and 1 blue dye.

Mix the red dye with the yellow dye to make an orange dye, then use it with one of the goblin mails. Use the blue dye with one of the other mails. Keep one the normal color.

Head back to the Goblin Village. Talk to one of the Generals. They will not like the orange mail and will ask for dark blue. Talk to one of the Generals again. They will not like the dark blue armour either, they will ask for brown this time. Talk to one of the Generals again. You will be rewarded.
