no, the rune icons (the ones that show what runes you need) are upsiede-down, not the entire list

He means when you hover the arrow over a spell, the runes int he description are upside-down.

Both pics are up, I don't have a pic of the death runes before the change but they looked much better.

Looks like a kid drew the looks of the new ones. The ones before this change looked more professional... had a sort of classy look then.

there might be a slight difference but i can barely see it (maybe i am going blind)

Here, I put the death runes side-by-side. Left to right, before and after the upgrade. For one thing, the sizes and locations of the nose- and eye-sockets of the skull in the second one is completely screwed up. Also the size of the rune itself is diminished.

PS: I didn't have 9k death runes, that was a pic I was playing around with. I actually had 9, lol.

Lol it was kinda funny for me finding out, cause when i first heard it this lvl 114 on the little island on castle wars wouldn't stop saying it whenever somone passed.... it took like 15 people to kill him but he kept on doing it over again.... does the word 'crackhead' come to mind?
