i just got a torn page, what does it do?

When you complete "Horror from the Deep", you can choose an empty book (zam, sara, or guth) for a reward. Also, when you complete Treasure Trails, you can start obtaining pages as a reward. If you fill your book with the 4 pages, it'll be completed, allowing the book to actually work.

You can have 1 book unfinished at a time, but if you don't have any, you can purchase them from the guy in the lighthouse for about 80k.
