Other
Rare items can be broken up into two groups, holiday and non-holiday items. Holiday items got their rarity because they were only dropped on a certain day.
Holiday items
2001
In 2001, players went around RuneScape, unknowingly that the drop they had just gotten would make them millions one day.
Pumpkins
Info: These were given out during Halloween 2001, They heal 14hp and are one bite only.
Why they are rare: Only dropped on Halloween 2001, and some people may have been foolish enough to eat theirs. Back then there was only money storage for banks, most people dropped the items.
Christmas Crackers
Info: This holiday item was dropped on Christmas 2001, it had a randomly colored Party Hat (info given below) and another random (non-quest) item. You had to use these on another player, the player who won would get the Party Hat, the player who lost got the random item.
Why they are rare: Only given out on Christmas 2001. Also contains a Party Hats and a random item, most players want the Party Hat and the item also. Back then there was only money storage for banks, most people dropped the items.
Party Hats
Info: Given out from inside the Christmas Crackers (info given above). They came in 6 colors: red, white, green, yellow, purple, and blue.
Why they are so rare: Only given out from Christmas Crackers and these were the first holiday item you could actually equip. Back then there was only money storage for banks, most people dropped the items.

2002
In 2002 Runescapers were eagerly awaiting holiday drops once more. Here's what that year brought.
Easter Eggs
Info: Given out on Easter 2002, these small little eggs heal 12hp and are one bit only.
Why they are so rare: Only given out on Easter 2002 and some foolish people may have eaten theirs. Back then there was only money storage for banks, most people dropped the items.
Halloween Masks
Info: Only given out on Halloween 2002, have a slight resemblence to a Lesser Demons head and come in: red, green, and blue.
Why they are so rare: The equipable holiday items craze went on, and with Party Hats going higher people seemed to understand that these masks would be worth millions some day. Back then there was only money storage for banks, most people dropped the items.
Santa Hats
Info: Given out on Christmas 2002, these are equipable and only come in one color.
Why they are so rare: Only given out on Chrismas 2002, and some foolish people alch'd theres... Back then there was only money storage for banks, most people dropped the items.

2003
In 2003, Jagex was disgusted with players selling these items for such amazing profits, they thought it was not with the holiday spirit and then on made holiday items untradable.
Bunny Ears
Info: Given out for Easter 2003, the first untradable holiday item. At first if you died with them you had them in your inventory, but now you have to go to the Cloths Shop Owner in Varrock.
Why they are so rare: Only given out for Easter 2003.
Sythe
Info: These were given out on Halloween 2003, These, like the Bunny Ears, are non-tradable, and if you died with them you talked to the Cloths Shop Owner in Varrock (same thing as Bunny Ears).

2004
On the 21st of December 2004 Jagex introdouced us to the NPC holiday item system.
Yo-Yo
Info: This toy was given out from Santa who was placed in cities all over Runescape is able to do a few tricks such as play, loop, walk and crazy which was all of them at once.
Why they are so rare: Only given out by Santa on the Christmas.

2005
Continuing with the NPC and un-tradable method Jagex gave us a item for 2005.
Rubber Chicken
Info: Given out by a bunny placed near Falador. When you talked to the bunny she gave you a basket of eggs, you skipped when you had the basket equiped and had to give out several eggs. The rubber chicken itself gives -100 to every stat.
Why its so rare: Only given out by the easter bunny at Easter 2005.

Other
Now's the part where we've reached non-holiday items. These items are merely items that were not useful and therefore retired.
Disk of Returning
Info: There was once a big black hole where people who had broken rules were put, never to come out again. Right next to the black hole there was a shop, you could buy these Disks of Returning for 10gp if you wanted to visit the black hole.
Why they are so rare: Some people thought of it a waste of time to visit the hole and didn't buy the disks, while the people who did had kept the disks. The hole and shop is now gone, meaning the disks in existance will be the only ones that will ever be.
Half Full Wine Jug
Info: You got a Half Full Wine Jug when you drank a wine jug once, but now you just drink the full jug.
Why they are so rare: You can't make these anymore and most players just drank all the wine.
