Recent research at the Wizards Tower has found a way to create Runes for the first time in centuries.
Assist the head wizard Sedridor in his research and he too may teach you these secrets!

Go to the second floor of Lumbridge Castle. Talk to Duke Horacio. Say "Have you any quests for me?" and then "Sure, no problem.". He will give you an Air Talisman. Leave the Castle.

Head west and a bit south to the Wizards' Tower (south of Draynor Village). Go inside the Tower. Go into the small room to the west, go down the ladder.

Go into the room just south of the ladder, talk to Sedridor. Say "I'm looking for the head wizard.", then "No, I'll only give it to the head wizard.", and then "No, I don't think you are the head wizard.". He will then prove himself by telling you your character name. Say "Yes, certainly.". He will then give you directions to Varrock and give you a Research Package.

Head to Varrock. Go towards the eastern bank. South of the bank you will see a round building, go inside.

Talk to Aubury, say "I have been sent here with a package for you.". Talk to Aubury again, he will give you Notes.

Go back to the Wizards' Tower, talk to Sedridor. He will tell you some history and a discription of Runecraft, then give the Air Talisman back to you.
